How come my laptop's processor speed changes from time to time?

I went to check my computer's properties went I was bored and it said 1.99 Ghz. However, later, when I checked again, it said 1.59 Ghz. Right now, it is 1.99 Ghz. Is there anything wrong? By the way, my processor is AMD Mobile Sempron 3300+. That's what it says at the My Computer's Properties. Thanks.
